Crime Fighter
An old (1999) game which was originally shareware, but was released as freeware two years later. It can be best described as a criminal gang management game where you walk/drive around the city, performing various illegal tasks - robbing shops or trains, blackmailing business owners, dealing with stolen stuff, recruiting hoodlums and, of course, fighting rival gangs. Robberies, fights and with police are presented in the form of minigames.
