Whats the name of this movie - not a quiz.

I need some help with figuring out a movie that Tanja is desperately trying to remember the name of.
I only have some pointers which bears some evidence to the fact that Tanja was a kid when she saw it. I am not sure if this is a blockbuster or a straight to TV kind of movie, but please read it over and tell me if any bells starts ringing.

It is something with some sort of decease - maybe not the main plot of the movie. Everybody needs batteries, some people are distributing this along with canned food - like some sort of aid. She is very sure it is in USA. A boy is the main character and the plot might be about how he sees the situation in his town with people dying from the decease.
An old man has a radio where he uses morsecode.
A kid (under 5 years old) has to "go about his business" in a washing bowl, where they see that there is blood in his stool, which is a symptom of the decease.

The movie is most likely from the 80's as Tanja is 32 now, and saw this in the TV. It might be from the 70's of course or maybe even earlier, but now you know that it is not from the late 80's up.
This is all the info she can remember at the moment, but I will tell you if something more pops up. I know it is a hard question!

First I thought of "The Day After", but I don't remember any main plot about a young boy there.

I dont think it is postapocalyptic, and I went over the entire list yesterday, and it seems to not be there... This one is really hard. Especially since we dont have any actornames, director, production year, amount of focus on it, and not even a character name....
So if anybody has any idea...please write.
