TMNT Engine is a project that Jason Orme has been working on to recreate Konami's 1989 classic Teenage Mutant Ninja Turtles arcade game from scratch using ripped graphics and his own coding for a Windows system.
You can download the TMNT Test Engine and play it as you would any game, only its currently a work in progress and features that are in the original game may not yet be programmed.

That's what Jason Orme wrote when he released version 1.0 in February 2009:

I think three years later without any news we know the answer. Project is dead.
