This one might be a bit hard, so I give you the whole building. It's in my hometown and this year there are a lot of festivities around this building. The reason is that 20 years ago it was in the middle of some events that changed the world forever.

I am guessing we are in Berlin??? But I am totally at a loss about which building this could be... I tried searching Google for a lot of different keywords but got nothing that helped me, and lots that confused me...

Nope. Actually a hint could be that SFaults gues was correct in some way... Its just not what you would refer to it as. But it has 3 wheels.
