Strange! I remember the sound of the laughing dog, but I don't remember the name of the cartoon...

I figured that most would recognise it and few would remember the name. I could tell you the Danish name but that would open up to Googling and finding the right answer in two seconds, and it is a bit early for that...

True. They actually appeared in other cartoons but this was the original AFAIK. His name is Dick Dastardly and the dog is Muttley (In Danish Dan Døgenigt and Møghund). The most famous was Wacky Races with Yogi Berra, but they had their own show called Catch that pigeon where they tried to catch a messenger pigeon and continously failed...

Yes and no. There were about 10 illustrated books. But there were also daily comic strips in an english newspaper for more than 5 years during the 1950s. I just bought the first book of the comic strip collection and it's really adorable and hilarious...
