Not even close.
Hint: Based on a game. A series of games even.

You're in Japanese gaming territory, which is good, but in the wrong genre.

Looks like an old stop-motion movie. So maybe something from Ray Harryhausen?

I am thinking no. It doesn't seem quite his style, but I think that Stop-motion was a good way to look too.
I have no idea though. Something seems familiar about the scene which annoys me quite a lot because I have no recollection of watching anything that even comes close. The black and white confuses me too, as I think if I saw something that could point in this direction it would be in colour... Could be Technicolor though.

Phantom of the Opera it is. The movie is from 1925, which means according to my understanding that it's copyright has expired. Anyways the full movie can be found from Google Video if someone hasn't seen it.
