First guess was the right one, so Spanek is on. It's Hard Target with the wonderful Lance Henriksen. I chose not to show Van Damme though.

The story I was teasing about is this:

"Jean-Claude Van Damme is like a little boy," Terence Chang [producer] said. "While the film was being edited, he was in another building, cutting his own version, and trying to get Universal to use it. His cut was ludicrous. He took out scenes with the other actors, and substituted himself, in slow motion. He said, 'people pay to see me, not Lance Henriksen.'" Van Damme was ultimately overruled, but not without a fight. As for above shot I can see an Aborygen (?) on the left and on the right there are two guys looking like members of motorcycle gang. No clue what movie could this be.

hmm... is my screen settings too bright? Ok... i'll brighten it up. But the movie is a bit old and it all takes place during one night, so that's one reason it might be a bit dark.
