It's a US movie, but it was made by a british director (former member of the Monty Pythons)...

Edit: I think I was wrong. In fact the director is from the USA as well (but he's still a former member of the Pythons)

Yes, it is "Tideland". A very bizarre and morbid movie. Can't equal with Mr. Gilliams great works like "Brazil", "Twelve Monkeys" or "The Fisher King" (as it seems he lost his humour somewhere on the way), but still worth watching...
