After going wiki on this thing I have to make the guess of:
Empire Deluxe

Then I am gonna go with Planets edge, which I had a good eye on before, but didn't go with because of the year...

No no... I wasn't being serious. I was simply confronting PA with the fact that I thought his year was off...

Well it is my turn so I better post something...
I actually never finished this game, which is quite weird due to my relation to the concept behind.

(I am sorry - but I am not sure wether the screenie is from the PC version or the Playstation version. I couldn't find any screens I could remember...)
